The Global Skills X-change is a professional services firm that designs strategies and processes for the application of competencies, skill, and work standards in the private, public, and federal sector by continuing to expand on the comprehensive research originally performed by the former National Skill Standards Board (NSSB).
GSX's mission combines the foundation of the NSSB's unique accomplishments with GSX's own capabilities for defining and measuring workplace requirements, worker skills, and optimizing performance.
our history
The NSSB, a congressionally chartered federal agency from 1994-2003, administered by the U.S. Department of Labor, was charged with improving methods for defining and measuring human work performance. Two principals of GSX, David E. Wilcox and Joselito Lualhati, Ph.D., were key staff members of the NSSB and had the technical responsibility for designing and conducting organizational and industry research. GSX was formed subsequent to the sunset provision that discontinued the activities of the NSSB in order to continue the development and application of national skill standards. GSX aims to carry on the legacy of NSSB's achievements, including the use of its most extensive skill standards research collected in four distinct industry sectors Information and Communication Technology, Education & Training, Manufacturing, and Sales & Service.
