Global Skills X-Change (GSX) employs the best and the brighest minds in the workforce improvement market. The three GSX principals (Joselito Lualhati, Dave Wilcox, and Jana Wilcox) have established an organization that is built on trusted partnerships with customers. David Wilcox, President

Dave is the President of Global Skills X-Change (GSX). Dave co-founded GSX to focus on the deployment and implementation of industry practices for using validated Skill and Knowledge information to provide tools to support the development of a high quality workforce. Currently he is working with an array of organizations to develop strategies for achieving this objective. Dave was the former Executive Deputy Director of the National Skill Standards Board (NSSB) in Washington, DC. In this role he was responsible for developing strategies for infusing industry skill standards and certifications in the Workforce Development and Educational systems of the United States.

Experienced in management skills and business leadership development, Dave holds a Master of Science degree in both Counseling and Human Resources and Electrical Engineering, and is also a registered Professional Engineer. Dave created Wilcox Performance Systems and partnered with Executive Effectiveness Inc. prior to his associations with the NSSB. In these roles he provided quality leadership and strategic management services for major corporations, the Department of Defense, and many public agencies. He serves on numerous national committees and has been recognized in many publications including "Who's Who in America."

Dave's early introduction into the training world was as a Dale Carnegie instructor for leadership and sales

Dave has three daughters: Terri, Cindy, Jana; and four grandchildren—two sets of twins

Joselito Lualhati, Principal, Director - Research and System Development

Joe is a GSX Principal and serves as the organization's Director of Research and System Development. The latter calls for Joe to fulfill multiple roles. First, he serves as the organization's lead psychometrician and oversees the design, development, validation and implementation of both educational and psychological measurement tools and protocols in support of Human Capital and/or Educational System/Program development projects and/or initiatives. Joe also serves as GSX's Chief Technical Officer. In this role, he works with prospective clients, existing clients and partners to design, develop, implement, and evaluate both professional and workforce development systems for both public and private sector organizations. This includes large-scale professional development and/or workforce development projects within the Department of Defense (DoD), state-level education and workforce development systems and institutions, private-sector organizations, NSF-funded advanced technical education centers, and USAID-sponsored international projects. Finally, Joe also serves as GSX's team lead in both customer- and problem-oriented research and development efforts. The former includes designing standards- and measurement-based approaches for addressing client- and/or partner-specific challenges and opportunities, while the latter entails conducting research to establish evidence-based solutions for addressing systemic challenges and opportunities.

His experience includes work in the areas of skill standards development, job analysis, and competency modeling; workforce development system design, development, and evaluation; high-stakes assessment design, development, validation, and evaluation; and the design, development, implementation and evaluation of national and proprietary professional certification programs. Joe currently serves on the Institude of Credentialing Excellence (ICE) technical committee charged with developing national standards for assessment-based certificate programs. He was the Senior Technical Director of the National Skill Standards Board in Washington, DC. His responsibilities there included: designing, setting up, and/or standing-up a standards-driven workforce development system for five major U.S. economic sectors: Manufacturing, Information and Communications Technology, Education and Training, Sales and Service, and Hospitality and Tourism. Prior to joining NSSB, Joe served as an internal consultant for Motorola, IBM, AT&T, Lucent Technologies and Avaya Technologies with a specific focus on strategic productivity initiatives (such as process reengineering and organizational redesign/restructuring initiatives).

Joe holds a Doctoral Degree in Industrial/Organizational Psychology (with a minor in Social and Quantitative Psychology) and has written and published a number of research reports, articles, and reviews that have appeared in journals including both Organizational Research Methods and The European Journal of Social Psychology. Joe presents his ideas and work at national conferences and continues to write proprietary technical reports and concept papers.

Some X-Facts about Joe:

When Joe left a past position, the organization's national labor union awarded him a "gold watch" embossed with the union's logo for being an "objective, fair, and trusted partner" - a description not usually used to describe a "management" person according to the union's representatives.

Joe loves to run, but running appears not to like him as much (as he finds himself getting slower and slower as he gets older).

Jana Wilcox, Director - Corporate Communications

Jana was a founding member of GSX in 2003 following her work on the Communication and Research staffs at the National Skill Standards Board. During her tenure as a GSX Staff member, Jana was responsible for corporate identity, recruitment of industry partners and execution of Business Development strategies. Currently, her work at GSX involves oversight of communication efforts including marketing, business development and corporate messaging.

In 2007, Jana made a transition out of the day-to-day operations at GSX to pursue more hands-on work in philanthropy. She served for two years as Marketing and Development Director for Vizion Group, a social enterprise firm that invested in and implemented fundraising and marketing programs for non-profits nation-wide. In June of 2009 Jana made a shift back to the world of education and joined Young Scholars Charter School to serve as a member of the Expansion Team, who crafted, and is executing its education reform strategic plan to serve more (elementary) students across the region. In this capacity Jana also leads the organization’s fundraising efforts. Additionally, Jana volunteers in two main capacities, serving as a member of The Hotchkiss School Board of Governors and as Lead Fundraiser for her graduating class as well as acting as once-a-year coordinator for the Humane Society of the United States Rural Area Veterinary Services program in the Native Nations. Jana received a B.A. from Tulane University and an M.A. in Integrated Marketing Communication from Emerson College.

Some X-Facts about Jana:

Believes that high quality education is a right of all children, but her skills are best used outside of the classroom.

Credits boarding school as being a "game changer" in the trajectory of her personal and professional life.

Had a brief stint as a child actress.

Loves animals and volunteers much of her free time helping them in anyway she can.

Claire Vincent, Senior Strategist - Measurement and Workforce Analysis

Claire is currently the Senior Strategist - Measurement and Workforce Analysis. In this position, Claire oversees the design, development, and implementation of individual and/or organizational assessment and evaluation protocols and tools for private and public sector organizations. She is currently leading an initiative that calls for the design, development, and implementation of statewide assessments designed to facilitate and promote educational program improvements.

In the past, she has served as a consultant for a SHRM-funded non-profit organization that provides HR-related technical assistance for small and medium-sized enterprises. Claire has presented her work at national conferences.

Some X-Facts about Claire:

She grew up on a peanut farm/Her parents own a peanut company.

She enjoys training for running/racing events and, in her second life she would train to be an Olympic athlete.

She considers her Bichon Frise, Waldo, to be a canine counterpart (you can even visit his facebook page!)

Melinda Rose, Senior Strategist - Policy and Program Effectiveness

Melinda is the Senior Strategist - Policy and Program Effectiveness. She brings nineteen years experience in business consulting services, higher education teaching and administrative efforts, and implementing regional workforce development initiatives. In her current role, Melinda provides technical support to skill standards and certification development documentation, and processes and procedures to make accreditation and certifications programs a success.

John Hindman, Senior Strategist - Learning and Performance Improvement

John is the Senior Strategist - Learning and Performance Improvement. He brings fifteen years experience in the learning arena to GSX. His expertise lies in preparing training strategies, and designing and developing learning solutions that best meet the needs of an organization and their workforce. Along with traditional training experience, John is an expert in technology-based solutions, learning management systems, SCORM, and Web 2.0 learning techniques. John brings best practices from the global training community to GSX customers with long-range goals in mind. Other specific duties at GSX include training alignment, curriculum design, and various training analyses.

Prior to joining GSX, John was the President and Senior Instructional Technologist for Plain Talk, an e-learning consulting firm in Annapolis, Maryland. Additionally, John served as Director of Development for top e-learning developers in the Washington DC area. He has developed award-winning training programs in the commercial, government, and non-profit markets, and is an active member in the ASTD community.

Some X-Facts about John:

Has a certificate in 3D Animation. It was the way he broke into the training business, as an animator/technical writer for a CBT development company.

Loves to develop training for the manufacturing community. He spent years developing online training for the UAW and claims those were great times.

Home brewer and beer connoisseur.

Coaches his son's soccer, yet has never played soccer.

Allison Irby, Senior Program Analyst

Allison is currently the Senior Program Analyst at GSX. In this position, Allison develops tools and materials to further professionalize a subset of the Department of Defense's civilian, military, and contractor workforce through certification. Allison also facilitates various working groups as a part of this certification program development. In addition to these duties, she works on business development, communication and marketing strategies, and innovative educational program strategies.

Allison comes to GSX with a background in International Education as both an educator and curriculum specialist. She has worked on curriculum design and development as well as strategic planning for the federal government and secondary education institutions. Allison received a triple B.A. from Mary Baldwin College in International Relations, Spanish, and Asian Studies, and a M.A. from The American University in Latin American Studies. Allison is currently completing her capstone to receive her second M.A. in International Education from the SIT Graduate Institute.

Some X-Facts about Allison:

She taught 4th grade in Colombia.

Favorite international travels thus far: South Africa, Morocco, Peru and Denmark.

Is currently studying Portuguese, French and Arabic and speaks fluent Spanish.

Is the founder of a cross-cultural, education-focused non-profit organization that seeks to engage underserved youth in social change through leadership and service-learning.

Brittany Gardner, Research Analyst

Brittany is a Research Analyst for GSX. In this position, Brittany analyzes language and statistics from an end-user perspective before products are finalized. She currently manages an online test delivery system for statewide assessments. In addition to this, Brittany also provides technical writing support for assessments and for proposal development.

Brittany graduated from Syracuse University in May 2010 with a Bachelor of Science in Communications and Rhetorical Studies. She also participated in Division-I athletics, starting all four years on the University’s fastpitch softball team.

Some X-Facts about Brittany:

She is a pitching instructor at a Northern Virginia baseball/softball facility and assistant coach for an area youth travel softball team.

She enjoys baking non-traditional cupcakes and testing them out on the office. So far she has not had any complaints!

She aspires to be a singer, but her minimal talent leads her to only singing in the car or throughout her day at work. Watch out American Idol!

Paul Park, Research Analyst

Paul is currently a Research Analyst at Global Skills X-Change. In this role, he is responsible for quantitative research implementation, assessment development and analysis, in the realm of government and education sectors. He provides technical support in assessment development aligned with designing workforce strategies, geared as a tool to measure and functionally optimize personnel performance. In collaboration with his team members at GSX, Paul promotes and anticipates further advancements in training and educational programs.

Before joining GSX, Paul partnered with various organizations offering methodological and technical aid for job-related matters including: job analysis, socialization processes, performance appraisal/evaluation, and organizational analysis. Paul has been an active member of the Society for Industrial & Organizational Psychology (SIOP) as well as the Society for Human Resource Management (SHRM), and has presented research studies at national conferences pertinent to the field of industrial/organizational psychology.

Some X-Facts about Paul:

Paul is quite impervious to interruptions that would typically affect a person's sleep. Growing up in CA, he was able to snooze through frequently occurring morning tremors and earthquakes.

Paul has a mild but growing envy against those with a natural singing ability.

His first car was a beastly Volvo 740 GLE, nicknamed around the community as The TANK. Its official name was actually Baby.

Chris Anderson, Research Analyst

Chris Anderson is currently a Research Analyst at GSX. Prior to joining GSX, he worked in politics in Washington, DC and in his native South Carolina. A graduate of Furman University, he is in the process of completing his Ph.D. in Political Science from Texas A&M University where he served as a research assistant and lecturer for an advanced political science course. His research background is in political participation, political organizations, and quantitative research methodologies.

Some X-Facts about Chris:

He has mastered watching televised sporting events without having cable.

He has an expertise in cat management.

He is an avid fan of the North Carolina Tar Heels and will forever lament the day that Mack Brown left to be the football coach at Texas (At least there's always basketball season).

He has an ongoing love/hate relationship with golf.

Charity Sperringer, Research Analyst

Charity currently works as a Research Analyst and provides support to the operations of other GSX projects. Prior to joining GSX, Charity worked with a non-profit organization in Bolivia managing surveys and collecting data to evaluate the use of solar stoves in the countryside. She enjoys researching demographic data of social groups, such as the youth in the Middle East, gender in economic activities, and ethnicity in public policies. Charity earned a Masters degree in International Development from the Graduate School of Public and International Affairs at the University of Pittsburgh and a BA in Anthropology and in Political Science also from Pitt.

Some X-Facts about Charity:

Charity is the reigning limbo champion of her childhood 4-H club. She seeks challengers to this day.

She loves all things old ladyish: tea, cats, sewing, crafts, etc.

One day National Geographic will pay for her magnificent photographs of her travels around the world.

Lauren Serpati, Research Analyst

Lauren is currently a Research Analyst at Global Skills X-Change. In this role she supports training and education efforts at GSX such as curriculum alignment and assessment for both government and education initiatives. In this position she utilizes her years of experience working on educational and psychological research projects in higher education. She is completing her PhD in educational psychology/research methodology and has presented her research internationally.

Some X-Facts about Lauren:

Lauren would spend all of her time with her mixed breed rescue-dog, Mickey, if she could.

She is a mediocre saxophonist and volleyball player.

Lauren was born in Corpus Christi Texas, but don't ask her what it's like- her family moved away before she could walk and she has never been back.
